Telecommunications Engineer and PhD in Telecommunications Engineering from the Polytechnic University of Madrid, Spain (1986 and 1994, respectively). He is the author or co-author of more than 300 papers in peer-reviewed international journals and conferences. He has led several research projects at both national and international levels in the fields of telematics and e-learning. He has held various positions at the University of Vigo and within IEEE. He has received several awards from IW3C2 and IEEE. Since 2020, he has been serving as Director of atlanTTic, the Research Center for Telecommunication Technologies at the University of Vigo (Spain). He is currently Junior Past President of the IEEE Education Society (term 2025–2026).
