Telecommunications Engineer (1995) and Ph.D. in Telecommunications Engineering (2001) from the University of Vigo.  He is an Associate Professor at the School of Telecommunications Engineering at the University of Vigo since 2003. In the field of technology development and transfer, in October 2010, he was awarded the Cross of the Order of Merit by the Ministry of the Interior for his support to the Civil Guard in controlling crimes against minors on the internet. In the research domain, he has participated in more than 50 development and research projects at the regional, national, and international levels. He has published a book and over 100 works, including articles in international journals, book chapters, and conference proceedings. His main lines of work focus on intelligent systems, game theory, evolutionary optimization, and e-learning technologies.
