Engineer and PhD in Telecommunications Engineering from the Polytechnic University of Madrid, Spain (1986 and 1994 respectively). He is the author or co-author of over 200 articles in peer-reviewed international journals and conferences. He has directed several research projects at both national and international levels in the fields of telematics and e-learning. He has held various positions at the University of Vigo and within the IEEE. Currently, he is the coordinator of the RIURE network of CYTED (riure.net), Vice President of Publications of the IEEE Education Society, Editor-in-Chief of IEEE-RITA (rita.det.uvigo.es), and Associate Editor of IEEE Transactions on Learning Technologies (www.computer.org/web/tlt). He has received several awards from IW3C2 and IEEE. Since 2020, he has served as the director of atlanTTic. Currently, he is the president of the IEEE Education Society (term 23-24).
